I have a question about the functioning of tests at the standard level and beyond. Let's suppose that out of three attempts for the test I have failed all three, when exactly can I take the test, for the same pair of languages, again?

    if you fail the test three times, you'll need to wait six months to get another three chances.

    I saw in the information about the test that if it is not available, you have to wait for it to open again and that it usually opens at the beginning of each month. Is it common for some tests to take longer than that to open?

    It varies depending on the language pairs, but I guess it is not uncommon. (Sorry, I'm just a translator, and therefore don't have the "whole picture"...)

    As mentioned, the test will open based on the needs and capacity of a specific language pair (LP). We usually open the test at the beginning of the month, but it still depends if we need additional translators for the LP. You can enroll the supported language pairs in your settings, and once its standard test opens, you will get a notification. 

    However, if you have exhausted the three attempts for the test, you need to wait six months before you can try again. You can read more details about the testing process in this support article.
