Yes, very annoying. Specially with jobs that require Q&A with the customer. I have reported it to support. The say that it is a known issue, and they are on it. Apparently a workaround is to use Firefox browser.
Another workaround is to use the keyboard shortcut ctrl + shift + j for comments.
That does not work for flagging, though. For that, Mozilla Firefox is indeed an option that works.
