tomon1918's correct — tests are now available for English to Japanese. The reason why you couldn't see it before is because we sometimes turn testing off for our language pairs for various reasons. You can find out what these are at https://support.gengo.com/entries/20781756-why-isn-t-my-language-pair-available-can-you-notify-me-when-it-is.
